I hereby give notice, in accordance with Section 87[2] of the Local Government Act 1972, that a casual vacancy has occurred as a result of the resignation of Councillor I F Barlow as a member of the Parish Council.


On receipt of a request in writing from any ten local government electors for the said parish, an election to fill the vacancy will be held within sixty days.  If no such request is made the vacancy will be filled by the Parish Council.


Requests for such an election should be addressed to The Returning Officer, North East Derbyshire District Council, District Council Offices, 2013 Mill Lane, Wingerworth, Chesterfield S42 6NG to arrive not later than fourteen days from the date of this notice (computed in accordance with Rule 2 of Schedule 2 of the Local Elections (Parishes and Communities)(England and Wales) Rules 2006.

Barnes Park Community Hub project

You will recall back in May, the Parish Council commenced a consultation exercise to see if the local community supported the Community Hub project and also whether they would be prepared to accept an increase in the Council’s precept to cover the costs of loan repayments should a loan be necessary to secure the funding for the project. The results of the consultation are set out below for your information. Following the outcome of the survey, the results have been passed to the Public Works Loan Board and it pleasing to report that the loan application, if needed, has been approved.

Important Notice – Barnes Park Community Hub Project

At the meeting of the Grassmoor, Hasland and Winsick Parish Council held on 12 February 2020, it was RESOLVED to seek the approval of the Secretary of State for Housing, Communities and Local Government to apply for a PWLB loan of £87,528 over the borrowing term of 25 years for the purposes of underwriting any shortfall of funding in the Barnes Park Community Hub Project. The annual loan repayments will come to £5,623.20.
It is also intended to increase the Council Tax Precept by 4.64% which is equivalent to £5,623.20 per year. This will be subject to precept increase consultation.

Parish Council Meeting – 13 May 2020

Obviously we are in difficult times at present and everyone is having to do things differently and this includes the Parish Council. We cannot hold traditional meetings for the foreseeable future, so we are intending to hold them virtually, starting on Wednesday 13 May at 6.30pm with the Parish AGM. The virtual meetings will be live streamed via the Parish Council’s Facebook page which can be accessed here. This will enable the public to view the proceedings.
The Parish Council agenda has a section at the start of the meeting for public participation. This is an opportunity for the public to ask questions or raise matters of local concern. This would under normal circumstances, be done by attending the meeting in person. Given the current situation however this is not possible. If you have any matters you wish to raise under public participation, please email them to the Parish Clerk at [email protected] or in writing to Manor Cottage, 114 The Green, Hasland, Chesterfield S41 0JU. Any items submitted will be raised at the meeting and a written response will be provided. Any questions or concerns should be received by 12 noon on the day of the meeting.

Barnes Park Community Hub Funding Survey

As you will no doubt be aware, the Parish Council in partnership with Hasmoor and Grassland Big Local is looking to replace the existing sports pavilion in Barnes Park with a brand new community facility which will provide not only sports facilities but also facilities for the wider community.
